Research direction
Find the bootstrap script that installs Docker and adds the user to the docker group, plus SETUP.md and the test that reads the script. Start by locating the group-add line and checking how its message is tested. Done means the message and guide warn that the group grants root-level privileges, mention ATLAS_BOOTSTRAP_SKIP_DOCKER=1, and the test verifies the message follows the group-add line.

Description
What needs doing
- When the bootstrap installs Docker it adds the user to the
dockergroup. Its message then also says that this group gives
root-level rights on the machine, and names
ATLAS_BOOTSTRAP_SKIP_DOCKER=1for a Docker that is set up by
hand. - SETUP.md says the same where it describes the bootstrap.
Why
Docker's own guide carries this warning ("The docker group grants
root-level privileges to the user"). The installer makes the change
without it.
Done when
- The message and the guide carry the sentence.
- A test reads the script: the line that adds the group is
followed by the message.
