Research direction

No file or test is named in the issue. Start by locating the repository's Taiwan address metadata and comparing its current defaults with the stated administrative divisions. Done means Taiwan uses district for locality_name_type and an appropriate municipality or county value for state_name_type, with relevant tests or validation updated if present.

Written by the indexing model from the issue text.

Description

Taiwan does not currently provide a locality_name_type, so it defaults to city per ZZ.

However, the administrative division and consequently the address format for Taiwan is as follows:

state_name_type: municipality or county (I think county is fine)
locality_name_type: city district or township (this is not city, large cities are counties, small ones are parts of larger townships)

It seems like the correct locality_name_type would be district.
