Research direction

The change is in the Windows CI job that runs the base tests under MSYS2 MINGW64 with clang 22; look for the workflow file under .github/workflows and compare it with libobjc2's workflow, which uses UCRT64 and clang 23. Switch the environment to UCRT64 and pin the same compiler version, then confirm the base test suite still passes in that job. Done when the Windows run uses UCRT64 with clang 23 and passes.

Description

libobjc2 tests MSYS2 UCRT64 (as well as MINGW64) and uses the current default compiler version, clang 23 eg. https://github.com/gnustep/libobjc2/actions/runs/38385980548/job/115257764010

base tests only MINGW64 (which is deprecated) and locks to clang 22 eg. https://github.com/gnustep/libs-base/actions/runs/38735343483/job/116423103618. This is not what users of MSYS2 will get if they download and install it and then install clang.

I suggest bringing Base's testing in line with libobjc2 by using UCRT64 as the environment and ensuring the same compiler version is used as libobjc2 (clang 23). This will improve consistency and allow issues to be more easily diagnosed.
