07-your-first-workflow.md (combined with 07d-confirm-model-access.md) is the highest conditional-dropout step in the simulation (21.5% among 21,768 at-risk runs), with copilot-access-missing responsible for 3,879 of 4,685 total failures (83%) — far outweighing workflow-authoring-friction (806 failures). Content-level evaluation confirms the page's authoring, compile, and push instructions are solid (stateReadiness 70/100, pathClarity 55/100) with complete, checkpoint-backed billing handoff via side-quest-07d-billing-paths.md. The problem is sequencing: the "Verify Copilot access before you begin" block appears after the "Before You Start" prerequisites section but before any repo/skill setup is confirmed, and the billing decision itself is deferred to Step 7d/side quest rather than being visible at the point where access actually blocks progress.
