The payload names no files, so start by finding where the Android app's sync failure is reported to the user and whether it receives the server's lock state. Done means a failed sync caused by a file lock shows a notice that the file is locked, and the design choice for unlocking (own lock versus someone else's) is settled first, since the issue lists several options and the maintainers have not picked one.

Is your feature request related to a problem? Please describe.
Currently, if a file is locked on the server side (which can happen, even if only e.g. the android notes app is used for editing, which is porbably another bug), the user does not get notified. This is one cause for a failed sync, but the user does not get a hint towards this cause, just an error message.
Describe the solution you'd like
Minimum: Notify the user that the file is locked, instead of just failing to sync. Probably it is useful to use the same icon and tell the user how he can remove the lock, e.g. in the web interface.
Expected: Do not allow to edit a locked file since this is likely to cause data loss.
Ideally: Allow the user to unlock the file, with a hint that this may cause data loss. DEfinitely if the file is locked by the person itself. Maybe more restrictive if somebody else locked it.
Perfect: Merge differences in case there are any between the server side and the app.
