What needs doing
Run the #238 suite in pairs, with and without the steering vector, and
compare task success.
Why
SUPPORT_MATRIX.md records the 2026-09-27 A/B: it found no measurable
effect on the first file-writing tool. There was no headroom, because
unsteered gemma already picks the tool that the vector targets. Steering
stays on by design. What the vector does to whole tasks is not measured.

- The paired result is recorded.
- A decision is made: keep the vector, rebuild it, or change its
scale.
