Bug Description

The blueprints/fedramp-high/vertex-mlops/vertex.tf file sets instance_owners = try(tolist(var.notebooks[each.key].owner), null). The owner attribute is a string, and tolist() fails on a string, so try() always returns null and no Workbench instance gets an owner.

Steps to Reproduce

  1. Set owner on a notebooks entry in terraform.tfvars.
  2. Run terraform plan and inspect instance_owners on google_workbench_instance.playground.

Expected Behavior

The instance lists the configured owner in instance_owners.

Actual Behavior

instance_owners is null.

Relevant Logs and Errors

No error appears at plan time.

Additional Context

  • Use var.notebooks[each.key].owner == null ? null : [var.notebooks[each.key].owner].
  • The fix changes plans for deployments that set owner, so it needs a note in the release.
  • Found while migrating the blueprint in #311.
