Línea de trabajo
Read framework-design.md section 7.8 and the csl_coc_policy definition in community-spec.toml, then compare the accepted values with the tool description, templates/csl_notices.tmpl, scripts/csl_onboard.py, and docs/CSL_ONBOARDING.md. Decide which vocabulary to use and make the listed sources agree. Add the proposed test verifying every value accepted by the tool appears in the key's values; done means that test passes.

Descripción
remediate_community_spec and its tool description tell agents to pass coc_policy='org' (with coc_reference) when a project already has a Code of Conduct, and templates/csl_notices.tmpl branches on context.csl_coc_policy == 'org'. The context definition in community-spec.toml declares [context.csl_coc_policy] as an enum with values = ["csl", "umbrella"].
Since feature 042 each key has one vocabulary (framework-design.md 7.8), and confirm_project_data accepts only a key's values. So:
- A person cannot confirm
csl_coc_policy = "org"throughconfirm_project_data, so a confirmed value can never select the org branch; only an explicit tool parameter can. get_pending_datalistscslandumbrellaas the only choices, while the tool text andscripts/csl_onboard.py --coc-policyofferorg.
Proposed fix: decide the vocabulary once (either add org to values with a prompt/hint that describes it, or map org onto umbrella everywhere), then make the TOML, the template, the tool description and validation, scripts/csl_onboard.py, and docs/CSL_ONBOARDING.md agree. Add a test that every value the tool accepts is in the key's values.
