🧹 Code Cleanup: Remove duplicated CSV loading logic
Both main() and process_submission() load the same CSV and parse dates.
📌 Suggestion:
- Move the CSV-loading logic into a utility function like
load_input_csv(path) - Reuse it wherever needed.
