The work is in the root pom.xml, where the Apache RAT plugin is configured, plus a new rat-config.xml to be added. Read the existing RAT plugin block in pom.xml and check the RAT 0.18 options it deprecates. Done means the RAT check runs without deprecation warnings and still passes. A pull request (#4643) is already open for this issue, so coordinate with it before starting.
