Línea de trabajo

Start by running ruff over policyengine_api/ to list the C901, PLR and PLR2004 violations in the v2 services, Flask routes, data layer, migration logging, ASGI shell and v1 services. Pull request #3933 is already open against this work, so review it before touching any file. Done means ruff reports no violations in those paths, with characterization tests pinning the existing responses, queries, writes and log records.

Descripción

Phase 1 step 1.8, group 8b, part 2 of 3: refactor the rest of policyengine_api/ (v2 services, Flask routes, the data layer, migration logging and flags, the ASGI shell and the v1 services) so every function is within ruff's complexity limits (C901 and the PLR limits), and name its magic numbers (PLR2004).

Behaviour must not change: the same responses, queries and writes in the same order, log records and published schemas. Flask views, FastAPI routes, Pydantic validators and SQLAlchemy listeners keep their external signatures. Pin behaviour with characterization tests before refactoring.
