Research direction

Read the existing comp_req__launch_man__consistent_dependencies requirement and the lifecycle meeting discussion linked in the issue. Define a feature-level requirement and at least two component requirements covering config-time and runtime validation; done means the requirements are defined and the corresponding pull requests are merged.

Existing comp_req__launch_man__consistent_dependencies is not completely understandable.

After discussion in last lifecycle meeting, there was the compromise to move this requirement to feature level (and rephrase it) and introduce at least two component requirements, one for config time and one for run time validation check.
