Reproduce the index.md-to-index.yml case, then add or update the relevant regression coverage so extension changes no longer produce that report and redirection checks still work for applicable changes.

Description

If a file changes an extension, say from index.md to index.yml, the tool reports that a redirection must be needed.

It shouldn't do that. A redirection isn't needed. In fact, a redirection won't be valid.
