Research direction

Start by locating the Persona Bar menu item components and how they currently handle clicks. The issue asks for menu items to become real links with built hrefs while preserving normal click behavior. Check how panel destinations are represented, then confirm middle-click and Ctrl/Cmd-click open the intended panel in a new tab.

Open Persona Bar items (e.g. Pages in one tab, Recycle Bin in another) with middle-click, Ctrl/Cmd-click or right-click → "Open link in new tab".

  1. Make menu items real links
  2. Build the hrefs
  3. Keep normal clicks as they are

Anything else?

I didn't find a documented reason for the current tab behavior. It looks like a design artifact of the Persona Bar being built as a single in-page overlay with no addressable panel URLs, not a performance consideration. Opening new tabs would cost only a normal page load with negligible server overhead, so I see no performance case against adding that option.
