Bug Description
When uploading .vhd/.vhdx files there is no way to upload as Block. The checkbox that forces Page blobs is visible but cannot be deselected.
AzCopy and the Azure Portal both allow you to upload .vhd as Block. Not every use case of uploading a .vhd to blob requires them as Page blobs.

Steps to Reproduce
- Launch storage explorer
- Open a storage account blob container
- Open the upload dialog
- Try to deselect the .vhd Page blob checkbox
Actual Experience
When you open the upload dialog the .vhd as Page blobs checkbox is selected and greyed out. It cannot be deselected which prevents uploading .vhd as anything other than Page blobs
Expected Experience
Allow deselecting the checkbox so .vhd files can be Block
