Read the linked article section, “Limiting concurrent open pull requests for users without write access,” and compare its wording with the reported behavior: a repository limit overrides the organization limit regardless of when either setting changed. Update the explanation to make that precedence clear; done when the article no longer implies that changing the organization limit later changes which limit applies. A linked pull request, #46517, is already open.

What article on docs.github.com is affected?

https://docs.github.com/en/communities/moderating-comments-and-conversations/limiting-interactions-in-your-organization#limiting-concurrent-open-pull-requests-for-users-without-write-access says:

What part(s) of the article would you like to see updated?

The organization-level limit takes precedence, but if a repository owned by your organization has its own pull request limit configured after the organization-level limit, the repository-level limit overrides the organization-level limit.

This is ambiguous. It makes it sound like if you set an org limit to 3, and a repo limit to 10, the repo has a limit of 10. But that if you later change the org limit to 5, then the repo also now has a limit of 10.

After testing, this is not the case.

The repo limit overrides the org limit, regardless of when the setting was changed.
