Beschreibung
Seen while testing #499. When a helper (delegate_tasks) runs on qwen3:8b and is asked to open a local page and take a screenshot, in 4 of 4 runs (on main too) it called browser_open, then gave an empty answer and never called browser_screenshot. The log says "the model gave an empty answer". Sonnet helpers do it fine.
Likely related to the small-model nudges in the agent loop. Check whether helpers get the "one more nudge" the main chat gets after an empty answer following a tool call, and whether the browser tool results are too long for qwen's context.
Done when: a qwen3:8b helper opens a local page and takes the screenshot in a real run.
