The payload names no files or entry points, so the first step is to find where the existing triage options are defined in the JavaScript codebase. The issue does not say how a duplicate should be merged or what the option should be called, so confirm the intended behavior with maintainers before coding. Done means a new triage option that marks a thread as a duplicate and merges it, with tests for the new path.

For duplicates of still-private valid issues, currently the nicest workflow is to 'accept' such reports with a mention of the in-progress CVE id in the accept message.

It'd be nice to provide some UI to make that easy and obvious
