Reproduce the dashboard startup in GCP and compare it with the sampling page, which reportedly works without a reload. Trace the Simdec app startup path to identify why the dashboard only becomes usable after reloading, then verify that it works on the initial load.

Seems like when the dashboard is starting in GCP, it needs to be reloaded once to work. This is not the case with the sampling page. Which tells me that something is going on there with the simdec app.
