Research direction

Start with skills/ISA/Workflows/Scaffold.md and skills/ISA/SKILL.md, following the path rules and existing ISA examples. Update the task-grade versus substantial-grade routing, archive guidance, and Git checks; validate that root ISA.md is tracked and not ignored with the commands in the issue.

Description

Problem. skills/ISA/Workflows/Scaffold.md:24 routes to <project-root>/ISA.md whenever a project is passed. Nothing stops a single-ticket, task-grade ISA from landing on, or being appended to, the project's long-lived system-of-record file. Nothing checks that the file is tracked either. A .gitignore entry can hide it from the repo.

Proposed change.

  1. In Scaffold.md, add a home rule: <project-root>/ISA.md is written only at substantial grade with a project-scoped Goal. A task-grade ISA goes to MEMORY/WORK/{slug}/ISA.md, and its claims are folded into the project ISA as a feature block.
  2. Add a gotcha to SKILL.md: an existing task-shaped root ISA is archived with git mv under docs/isa-archive/, not extended.
  3. After writing a root ISA, confirm git ls-files --error-unmatch ISA.md exits 0 and git check-ignore ISA.md exits 1.

Pseudo-diff.

 ## Procedure (Scaffold.md, after the path list)
+**Home rule.** `<project-root>/ISA.md` is substantial-grade, project-scoped only. Task-grade → MEMORY/WORK/{slug}/ISA.md.
+An existing task-grade root ISA is archived (git mv docs/isa-archive/<date>-task-isas.md), never extended.
+A .gitignore rule matching root ISA.md is a defect to remove.
 ## Output
+When the path is <project-root>/ISA.md, confirm it is tracked and not ignored.

Why canon benefits. The project's system of record is protected from being silently overwritten or orphaned by per-ticket work.
