The payload does not name the config file; start by finding where the dependency-builds pipeline lists existing bundler versions in this repository. Copy an existing bundler entry and add the 4.0.19 version using the ref, url and sha256 given in the issue. The nginx removal rule does not apply to bundler. Done when a 4.0.19 bundler entry sits alongside the existing ones with the supplied checksum.

Description
Please edit the dependency-builds pipeline to add the new version line to the relevant dependency/buildpack.
For nginx/nginx-static: Also remove older mainline/stable version.
E.g. If you are adding nginx 1.22, you will remove 1.20. If you are adding 1.23, you will remove 1.21
