Boost failed to run libs\python\test on x64 and x86 on release and debug configuration with MSVC on windows

Reproduce the failure from the listed Boost.Python commands, focusing on libs\python\test and the exec.py test cases. Inspect boost_test_debug.log and the failing exec.exe and exec-dynamic.exe runs; done means the Python tests pass for x64 and x86 in both debug and release configurations with MSVC on Windows.

Boost failed to run libs\python\test on x64 and x86 on release and debug configuration with MSVC on windows. it can be reproduced on c368e0b on master branch. Could you please help look at this issue?
