Research direction

Start with the package lookup paths in boltlang-base-db and trace how boltlang-hir-def, boltlang-cli, and bolt-language-server use them. The issue proposes checking the nearest .bolt/packages before compiler-bundled packages; identify the relevant tests and run them. Done means projects can resolve bundled std while local packages take precedence.

Description

enhancement scope:cli scope:lsp scope:std

A project now needs its own copy of std in .bolt/packages. The compiler could come with std: packages would be looked up in the nearest .bolt/packages first, then in the bundled ones.

Crates: boltlang-base-db, boltlang-hir-def, boltlang-cli, bolt-language-server.
