api_v1 integration suite red: agreement_mock references nonexistent column

Description
Every api_v1 spec that seeds agreements fails in setup (beforeEach insert), so none of the route tests execute — with or without any other change. The insert fails with column "agreement_exemption_status_id" of relation "agreement" does not exist.
Root cause
__mocks__/fixtures/agreement_mock.json includes an agreement_exemption_status_id key, but no migration creates that column and current prod schema has no such column on agreement (it carries exemption_status instead). Runtime code is unaffected (it reads the value from a join alias). Likely fallout from the agreement-exemption refactor combined with the Jenkins Test stage being commented out, so the suite has been red unrun.
Impact
- No api_v1 integration coverage is currently executable, including the updated expectations for #550. Unit specs are unaffected.
Plan
- Align the fixture (and any specs asserting on that key) with the real schema.
- Get the suite green via make local-test (Docker); note local-test-setup also needs FTA credentials for the seed step, or a schema-only path.
- Consider re-enabling the Test stage in Jenkinsfile.
