Description
Current behavior
The SSH collector E2E test fails before its SSH assertions when Testcontainers builds the test image. The Dockerfile pulls Ubuntu 24.04 from ECR Public, and the image fetch returned toomanyrequests: Data limit exceeded. The resulting ContainerFetchException fails SshCollectE2eTest.testSshCollect.

Expected behavior
The SSH test image should build reliably on GitHub Actions for both amd64 and arm64, so the test can exercise SSH collection.

backend-maven-e2ejob with the current SSH test Dockerfile. - Observe the Testcontainers image build fail while fetching
public.ecr.aws/ubuntu/ubuntu:24.04@sha256:a54764b5b6340c272ffb45e303fe4c8064bbdfb76d732b325b79ae6b92900e4c.
Cause and proposed fix
The failure occurs at the external base-image fetch, before the collector code runs. ECR Public reports that its anonymous data-transfer limit has been exceeded. Use the official multi-architecture Ubuntu 24.04 image from Docker Hub with a pinned index digest in the SSH E2E Dockerfile. Keep the current image build and test logic unchanged; the index digest preserves amd64 and arm64 support.
This issue tracks the CI infrastructure failure observed on PR #4454; the failing job does not establish a regression in that PR's collector changes.
