Parent: #1201
Add a curated, versioned registry of outside reference resources (sites, atlases, guides) that agents consult but don't install. Each entry records name, URL, maker, license, what it's good for, module tags (#1199) and the date it was vetted. It ships in the payload and agents can read it.
Done when: the registry format and a validator exist (stdlib unittest), the registry ships in the payload, it has at least the two loopyhop entries from #1201, and attribution fields are required.
