Research direction

Start by reading the README and quickstart, payload AGENTS.md, and the import-payload, adopt, and gh plate health entry points. Then trace the existing health and next-steps tests, along with .github/labels.yml and .agentic/*.yml. Done means adoption instructions and output make the required bootstrap explicit, health fails with a fix command for each listed omission, and the verdict and next-steps text are covered by unit tests.

Decision

Andrew decided on 2026-10-23: anyone adopting PLATE must know that they should run the bootstrap commands, and that the starter issues and labels aren't optional if they want to adopt the process.

Problem

Nothing an adopter reads says this. Coacharino (akasper/coacharino), bugflow-clone and Schoolquest each skipped or half-ran bootstrap, then found the gaps one at a time (#1185–#1190, #1194, #1195, #1115, #1116, #1152). gh plate health can still look green on an incomplete adoption.

Make it explicit everywhere an adopter looks

  • README and quickstart (#1066): a short "Adopting PLATE" section. Run import-payload, then gh plate bootstrap --adopt --apply. Labels, the seed Epic and Questions, and release tracks are required. Skipping them means you aren't using PLATE.
  • Payload AGENTS.md: the same rule as an agent-facing instruction. Agents must not treat the bootstrap steps as optional or suggest skipping them.
  • import-payload and adopt next-steps output: always end with the mandatory bootstrap command and the real owner/repo (#1190). Drop steps that are already done (#1189).
  • gh plate health: add an adoption_complete verdict that fails, with the fix command, when any of these are missing:
    • required labels (from .github/labels.yml)
    • the seed Epic and starter Questions (first_qa_seeded)
    • the standing release tracks and the Next Release issue
    • .github/ (workflows, issue/PR templates, CODEOWNERS, labels.yml) and .agentic/*.yml. These are missing for every PyPI 0.8.4 adopter, because the wheel omits hidden payload folders (#1115, fix in PR #1117).
    • PR-required branch protection (#1195)
  • Unittest coverage for the health verdict and the next-steps text.

Follow-ups this decision affects

  • #1186 (flag to skip seed issues) conflicts. Reframe it as an idempotent re-run that doesn't duplicate seed issues.
  • #1194 (release repair Next Release issue): decided on 2026-10-23. The Next Release issue is mandatory; only the output gets clearer.
