Start by reading the existing Ubuntu Docker CI setup and the WP_SQLite_Storage_Test tests to identify how the WordPress test bootstrap and storage tests are invoked. Add a windows-latest job using native Windows PHP, then adapt the Linux-specific setup and filesystem-permission assumptions. Description
The plugin tests currently run in Linux Docker containers on Ubuntu, so the Windows-only path checks in WP_SQLite_Storage_Test are not exercised in CI.
