[Infra/Bug]: Migration Checksum Mismatch (Test/Prod)

Description
It looks like whatever fix was pushed to resolve the checksum mismatch wasn't propagated to test and prod. This surfaced after merging main into ci/sct-govcloud-test-migrate to deploy the flyway ecr image and run migrations, but migrations seem to have been failing each time we deploy chart-api to test or prod for a while given the task history in the aws console
