[FEAT-API/UI]: Add ability to download hydrograph input / output

Description
Like we did for #730, we need to add the ability for users to download inputs and outputs for the entire hydrograph suite.
Right now we can download individual parquet outputs:
We want to be able to download everything, including inputs, in a zip file with one button like eurotop or lcg:
