The shared-templates spec parks "template browsing UI / marketplace" as out of scope, so the vector-search shared-template pool is invisible — users can only get a template by describing something and hoping the matcher finds one.

Scope

Add a browsable/searchable gallery of shared SectionTemplates (ranked by usageCount) for one-click adoption. Surfaces the "gets smarter with every user" flywheel that's currently backend-only. (Coordinate with the isShared/IDOR fix so only genuinely-shared, non-personal templates appear.)
