The assistant can file a document request, but there is no screen for it — so the feature only exists for deployments that turned the AI on. Since the assistant is off by default, the standard install loses the feature entirely.

An LLM should be a shortcut over a feature, never the only way to reach it.

Acceptance

Every DocumentRequestType can be requested and tracked from the app with the assistant disabled.
