Description
After the keylists PR (https://github.com/PerryTS/perry/pull/12424), Effect's RSS goes from 128 to 156 MB with instructions flat. Copying minors drop from 6 to 4 and the full-GC trigger changes from OldGenBytes to ArenaBytes. A cross-check with older frontend objects showed −20.7% instructions and 15 → 4 minors. Attribute the pacing interaction and bring RSS back. Evidence: secret-tests scratchpad codex-small/keylists3-report.txt.
