Research direction

The issue names no files or tests. Read Julia LinearAlgebra and BLAS threading docs (BLAS.set_num_threads, JULIA_NUM_THREADS vs OpenBLAS threads) first, then search the GPEC Julia sources for matrix operations that call BLAS. Check that combined thread counts do not oversubscribe and that defaults are documented or configurable. Done when threading is consistent and unintuitive cases are fixed or recorded.

Written by the indexing model from the issue text.

Description

Currently julia makes use of BLAS in a few cases for matrix operations. BLAS has its own threading, and we need to make sure that threading between julia and BLAS is set up in a way that does not behave unintuitively or in a performance-negative way.
