Research direction

The wrong version is on the Maven line of the prerequisites in docs/testing.md; the other three docs (README.md, CONTRIBUTING.md, docs/getting-started.md) already state 3.9.2 or newer, so copy their wording. Make the one-line edit to "Maven 3.9.2 or newer". Done when the line matches the other docs and nothing else in the file changes.

Description

Documentation

Discovered during #1094.

The prerequisites in docs/testing.md say Maven 3.x. The build needs Maven 3.9.2 or newer: older versions silently skip the repository filter in .mvn/maven.config, and maven-enforcer-plugin refuses to build on them. README.md, CONTRIBUTING.md and docs/getting-started.md already say 3.9.2 or newer.

Suggested change: change the line to "Maven 3.9.2 or newer".
