Describe the Bug
When using the default configuration on a Steam Deck, vulkan + HEVC will be used when streaming, which results in heavy artifacts.
Steps to reproduce:
- Environment: Steam Deck, Sunshine installed from flatpak, no
encoderline in the config - Connect with Moonlight using HEVC
- Result: heavy artifacts
- Switching to H.264 (either in Sunshine or in Moonlight), or setting
encoder = vaapiwill show no issue.
Expected Behavior
There should be no artifacts when using the default configuration.
Additional Context
Sunshine itself sets RADV_PERFTEST=video_encode and RADV_EXPERIMENTAL=video_encode on startup, and the Vulkan encoder is placed before VAAPI in the list of encoders, leading to Vulkan being selected if no other encoder = ... is given. This results in heavy artifacts with HEVC.
I initially reported this to Mesa (mesa#16457), which was closed with the comment "That's a FW bug and also one of the reasons why video isn't enabled by default (RADV_EXPERIMENTAL=video_encode) with old FW.". RADV only enables Vulkan video encoding by default when the encoder firmware is new enough. For the Steam Deck's GPU (VCN 3.x), that means ENC 1.33 or newer (see write_memory_supported() in Mesa's src/amd/common/ac_video.c). With older firmware, encoding is only available with RADV_EXPERIMENTAL=video_encode.
On the Steam Deck, the current firmware is ENC 1.27 (vangogh_vcn.bin from linux-firmware-neptune jupiter.20260827.1, SteamOS 3.8.28 stable). SteamOS 3.9 and main (package jupiter.20260910.1) also use 1.27 (checked on 2026-09-30 by reading the firmware header). Upstream linux-firmware for Van Gogh has ENC 1.33 since 2025-08-08 (with two reverts within 1.33 in 2026 because of problems). I didn't test whether 1.33 solves the error.
Tested with 2026.914.233613 from Flathub. The latest pre-release 2026.929.125923 shows the same behavior (tested 2026-09-30 using the flatpak bundle and without the encoder line). Sunshine recognises the broken bitstream in its own encoder check, but chooses the encoder anyway:

I found #5020 and #5028 which may be related, but both use different setups (wlroots capture and NVIDIA AV1).
Possible solutions:
- not setting
RADV_EXPERIMENTAL=video_encodeandRADV_PERFTEST=video_encodeindiscriminately. Without it, RADV doesn't offer encoding with this firmware, resulting in Sunshine choosing VAAPI - preferring VAAPI on AMD GPUs where RADV doesn't enable video encoding by default (or at least not using HEVC by default in such a case)
- treating an encoder whose bitstream couldn't be parsed as failed instead of as "missing VUI"
