Research direction

Start by reading the device definition and fingerprint conventions in the Zigbee2MQTT device converter files, then compare the reported model ID, manufacturer name, and supported endpoint clusters with similar dimmable LED drivers. Add a definition for LEDlife model 29591 that exposes the reported on/off and brightness controls. Done when the device is recognized and those controls work; the report says no other functionality is available.

Written by the indexing model from the issue text.

External converter
import * as m from 'zigbee-herdsman-converters/lib/modernExtend';

export default {
    fingerprint: [
        {modelID: 'Dimmable light', manufacturerName: 'anwayelec'},
    ],
    model: '29591',
    vendor: 'LEDlife',
    description: 'Zigbee dimmable LED driver',
    extend: [
        m.light({powerOnBehavior: false, effect: false}),
    ],
};
What does/doesn't work with the external definition?

Dimming and switching the LED on/off works. No other functionality seems to be exposed by the device, and/or working properly.
