Action Performed:

  1. Open https://staging.new.expensify.com
  2. At Inbox tab click + button
  3. Click Create expense
  4. Click on the recipient row > enter an email address that has no Expensify account
  5. Select the email address > Create expense

Expected Result:

Create Expense step should display the default avatar for the new email address, consistent with avatar at the Choose Recipient step

Actual Result:

Create Expense step displays fallback avatar for the new email address while the Choose Recipient step displays default avatar
