Bug Description
Even without permission, players can right-click many mobs with shears to remove saddles, cut lead, etc.
Expected Behavior
WorldGuard should block players without permission from doing this.
Reproduction Steps
- Within the WorldGuard-protected area, prepare various armored mob: happy_ghast, each llama variant, each horse variant, strider, pig, camel, and others.（I can't guarantee a complete list.）https://minecraft.wiki/w/Shears#Shearing
- Have permission-less players right-click these mobs while holding shears.
