Bug description

On kernel 7.3.0-5-cachyos, my Realtek RTL8125B NIC (Minisforum BD790i, Ryzen 9 7945HX) disappears on the first cold boot after shutdown. A second cold boot always brings it back. This does not happen on kernel 6.18 LTS or 7.2 — it’s a 7.3 regression.

The root cause is that PCIe root port 00:03.2 (the GPP bridge to the NIC) is not enumerated on the broken boot. Without it, bus 07 never gets created for the Realtek, and the AMD internal devices shift down to bus 07 instead. The r8125 driver loads but finds no matching PCI device.

Steps to reproduce
  1. Install kernel 7.3.0-5-cachyos with linux-cachyos-r8125
  2. Shut down the system completely (not reboot)
  3. Power on → NIC is missing (~50% of the time), lspci | grep Realtek returns nothing, 07:00.0 shows AMD device [1022:14de] instead of Realtek [10ec:8125]
  4. Shut down again completely, power on → NIC is back

echo 1 > /sys/bus/pci/rescan does not recover the device. Only a full power cycle works.

Expected behavior

PCIe root port 00:03.2 should be enumerated on every boot, making the Realtek RTL8125B NIC available at 07:00.0 — as it does on kernel 6.18 LTS and

Actual behavior

PCIe root port 00:03.2 is not enumerated on first boot. Slot 07:00.0 shows AMD System Hub [1022:14de] instead of Realtek [10ec:8125]. The r8125 driver loads but finds no device. No network interface is created.
