描述
After a task finishes, vp run uploads its result to the remote cache before treating the task as done. Until the upload finishes, the task keeps its concurrency slot and tasks that depend on it can't start, even though its outputs and local cache entry are already in place.
Against a slow or unreachable remote cache, every task that runs waits until its upload finishes or times out, and the delays add up along a dependency chain.
Expected: uploads don't delay other tasks, and vp run waits for pending uploads before it exits.
Affects remote cache uploads (#755).
