Start by mapping the test scanner, test runner, submission/server file merging, stub and solution ZIP preparation, sandbox installed programs, and IDE plugin support. Determine how Java, C, and Maven are currently special-cased and define the extension points needed for another language. Done should mean adding a language does not require scattered special cases across these components.
