Start by tracing how course_options.yml is loaded, how exercise pages are generated, and where course JSON is assembled. Check the user manual alongside those entry points; done means the configurable description URL is linked from exercise pages, included for each exercise in course JSON, and documented.

Allow course_options.yml to specify something like:
exercise_description_url_schema: http://foobar.com/course/:course_name.html#:exercise_name
Have a link from the exercise page to the exercise description.
Include each exercise's description URL in the course JSON so the NB plugin can present a button or something to open that URL.
Remember to document this option in the user manual.
