Is your feature request related to a problem? Please describe.
https://github.com/temporalio/api/pull/610 introduced the ability for users to override a previously set Priority. Currently, though, Priority in WorkflowInfo is immutable and an update to it is not applied.
Describe the solution you'd like
Priority in WorkflowInfo needs to reflect the current status; ie be changed when it was updated.
