Start with the README and the Cloud e2e suite the issue names, then the existing Namespace reconcile path, since the new projectRef must resolve there. Scope is a new Project CRD with Go types, create/update/delete against Temporal Cloud under a deletion policy, and storing the project ID in status. Done means a Project reaches Ready, a Namespace with projectRef lands in it, unit tests pass, and the e2e run leaves no projects behind.

A user can manage a Temporal Cloud project from Kubernetes, and namespaces can point at it.

Definition of done
- Applying a Project CR creates the project in Temporal Cloud; editing and deleting work per deletion policy.
- A Namespace with
projectRefis created in that project once the Project is Ready. - Unit tests cover the lifecycle and the reference.
- The Project e2e test runs in the Cloud e2e CI job, and no projects are left behind after a run.
- The Project resource is documented in the README, with an example CR.
