Add apple platform cross compile workflows.

找到仓库中现有的 GitHub Actions workflow 文件，并将其约定与提供的 Apple CC Matrix 示例进行比较。添加相应的 Apple-platform workflow，然后验证矩阵涵盖 iOS、tvOS、visionOS 和 watchOS，并且每个 build/test job 都能成功完成。

Swift-MMIO wants to make sure it can build for all apple platforms, so we've added the following workflow. Something similar should be provided directly by this repo.
