Start by reviewing the namespace-property handling in pulsarctl and the proposed changes in PR #856. Focus on how properties such as message_ttl and max_consumers_per_topic are currently set, then verify that unsetting them restores the broker default rather than applying 0. A follow-up terraform-provider-pulsar change is explicitly out of scope here.

描述
Some properties in namespaces (like message_ttl or max_consumers_per_topic) can be set on the namespace level or the broker level (using the broker config). Currently, both pulsarctl and terraform-provider-pulsar don't handle unsetting these properties but can only set them to the value of 0.
Our goal is to be able to unset a property for a namespace so it actually falls back to the broker defaults instead of overriding it with a value of 0
If this issue and the PR are accepted, we will open a new PR for the terraform-provider-pulsar to follow these changes.
