lvm: add bd_lvm_pvchange function

Start from the BDLVMPVdata struct and the existing bd_lvm_pv* functions in the LVM plugin, then look at how pvchange is invoked there. The work is to add bd_lvm_pvchange wrapper(s) and expose PV attributes and tags in BDLVMPVdata. Done means the new functions and fields are exercised by the LVM tests, which need root and a configured LVM setup to run.
