描述
Reproduction: Enable Okapi's processor without registering a MessageDeliverer bean. Publish a message and let the processor run once.
Actual: The application starts successfully. The entry changes from PENDING to FAILED with zero retries and No deliverer registered for type ....
Expected: When processing is enabled, startup fails with a clear message that no deliverer is configured. When processing is disabled, an application that only publishes outbox entries can still start without one.
A missing bean can result from a profile, condition, or component scan configuration.
