Non ASCII characters are not allowed in the path

Reproduce the URI::HTTPS.build example, then inspect uri/generic.rb around path= and check_path, along with uri/http.rb around build. Determine the intended handling of UTF-8 path characters and verify the behavior with regression coverage; done means the reported path is handled according to the URI rules without the shown InvalidComponentError.

I thought that the path component is allowed to contain any UTF-8 character.
